FINAL DECLARATION FROM THE 11th ANNUAL CONFERENCE “SAFE ROAD INFRASTRUCTURE”
On September 18 and 19, 2025, in the city of Plovdiv, at the Grand Hotel Plovdiv, the Bulgarian Branch Association “Road Safety” organized the Eleventh Annual Conference on “Safe Road Infrastructure.”
The forum, which has been a leading platform for dialogue for more than a decade, once again brought together representatives of state institutions, local authorities, the scientific and academic communities, professional organizations, and the non-governmental sector. United by a common cause — saving human lives on the roads — over 300 participants, including leaders, experts and specialists, exchanged knowledge, practical experience, and visionary ideas.

Official guests of the forum included Mr. Dimitar Nedyalkov – Deputy Minister of Transport and Communications; Mr. Toni Todorov – Deputy Minister of the Interior; Ms. Maria Lazarova – Deputy Chairperson of the State Agency for Road Safety; Eng. Yordan Valchev – Chair of the Management Board of the Road Infrastructure Agency; Mr. Damyan Vladinov – Secretary General of the European Roads Policing Network (ROADPOL); Mr. Christophe Nicodème – Director General of the European Union Road Federation (ERF); as well as Eng. Zhivko Nedev – Deputy Chair of the Management Board of the Bulgarian Construction Chamber.
Among the participants were renowned Bulgarian and German specialists in the field of road safety, who presented 11 reports. These shared valuable practical and scientific expertise — results from research, best practices, and specific solutions aimed at improving the quality of individual components of the road transport system, as well as the interaction between them.
The conference clearly reaffirmed that road safety is a public priority and that only through the combined efforts of the state, science, business, and civil society, sustainable and effective solutions can be developed.
Following in-depth discussions, exchanges of questions and ideas, and reviews of activities for enhancing safety and the new European standards for road signage, the participants unanimously adopted a Final Declaration.
The document outlines key priorities aimed at strengthening institutional efforts to create safe road infrastructure and to minimize the conditions that lead to road traffic accidents, while emphasizing the personal and collective responsibility of all road users for safe behavior.
